Odisha becomes a leading State in HRMS applications

Odisha has become a leading State in Human Resource Management System (HRMS) applications. This was discussed in the Board of Governors Meeting of Center for Modernizing Govt Initiatives (CMGI) held under the Chairmanship of Chief Secretary Sri Aditya Prasad Padhi in secretariat conference hall today wherein Special Secretary GA Sri Ashok Meena along with Additional Secretary, Administrative Reforms Sri R.S. Gopalan presented the updates and outlined the issues for discussion. Reviewing the progress, Chief Secretary Sri Padhi directed to keep HRMS updated with latest circulars of Govt. Sri Padhi also directed to give necessary suggestions to bring about amendments in the existing regulations whenever necessary to make the system more useful and effective in management of human resources of the State Administration.
Available data show that HRMS soft ware has been successfully linked to Litigation management System ( LMS) software which would capture the latest position of various Govt cases being tried in high court and administrative tribunals. Chief Secretary directed to capture latest orders of the Hon’ble courts for timely compliance. It was decided in the meeting that the services of a professional agency at Delhi will be utilized to collect all orders of Hon’ble Supreme Court and upload it on the data base of LMS.
So far, the data base of 3,24, 000 regular employees of Govt have been updated in the HRMS. The salary bills and other financial transactions are being made through this automated system. The annual increament, GPF other advances and leave matters would also be put to auto mode through this software. 

Odish achieves highest growth rate in the country in fish production

Odisha has doubled the farmers’ real income during the last decade through high value commercial activities in fishery and animal resource development sectors as revealed from the survey conducted in 2013. Secretary Fisheries & Animal Resource Development ( F&ARD) appraised this in the review meeting on enhancing sea food export held under the Chairmanship of Chief Secretary Sri Aditya Prasad Padhi in secretariat conference hall today. Reviewing the progress on agenda of actions to achieve sea food export of worth Rs.20,000 cr within coming 5 years, Chief Secretary Sri Padhi directed to build the fishery infrastructure in such a manner that it generates more employment opportunities.
Secretary F& ARD Sri Bishnupada Sethi appraised the meeting about the urgent need for developing infrastructure to 19 priority aquaculture clusters. Taking stock of the works done till today, Chief Secretary Sri Padhi directed the executing agencies to expedite the power supply work to these clusters and complete those in various phases from December 2016 to March, 2017. It may be of worth mention here that 107 number of brackish aquaculture clusters have been identified in various places of the State mostly along the continental shelf. Out of this, 19 clusters have been taken up in first phase on priority basis. Chief Secretary directed to prepare a timeline for electrification of balance 88 clusters and complete the work within March, 2018. It was also decided to develop 468 kms of fish export related road infrastructure in the area. Forest department was directed to expedite the process of the issue of the certificates required for these linear projects of road and power connectivity.
Secretary F&RAD Sri Sethi appraised that State achieved the highest growth rate in the country in fish production during the year 2015-16. The growth rate was 11.10% in the year 2015-16. The total fish production during the year was 521278 MT against that of 469548 MT produced during 2014-15. Similarly, the export of fish and fishery product during the year went up to 35,630 MT with a total value of around Rs.1788Cr.

200 Years of 'Paika Rebellion' elaborate programmes mooted by Culture Department

Two hundred years of 'Paika Rebellion' will be observed with a series of programmes on behalf of the State Culture Department, said Sri Ashok Chandra Panda, Minister, Tourism & Culture here. Sri Panda said that the observance will include seminar, publication, exhibition, opening of a new gallery and memorial pillar etc. It has been decided to have many colourful programmes on the occasion of two hundred years of 'Paika Rebellion' first of its kind in the history of freedom movement of India.
Leaflets, pamphlets and brochures on Paika Rebellion have already been published by Odisha State Archives, which will also bring out books on the rebellion on Hindi, Odia and English. Odisha Sahitya Akademi will organise a seminar in New Delhi while it will invite poets to recite in a poets meet. Martial Art like Paika Akhada, Chhow, Ranapa etc will be organised by Odisha Sangeeta Natak Akademi followed by a drama on the life of great Paika leader Baxi Jagabandhu. Odisha Lalita Kala Akademi will organise a thematic painting exhibition and another exhibition of arms and armouries of Paika or warrior community of state. A special gallery will be set up in Odisha State Museum in this regard, said Sri Manoranjan Panigrahy, Commissioner-cum-Secretary, Department of Culture.
Theme of Paika Rebellion will be included in Governor's Trophy competitions and a memorial pillar named 'Paika Amar Jyoti Stambha' will be erected by the Department of Tourism.
Paika Rebellion also called the Paik Rebellion was an armed rebellion against the British East India Company's rule in Odisha in 1817. The Paiks rose in rebellion under their leader Bakshi Jagabandhu and, projecting Lord Jagannath as the symbol of Oriya unity, the rebellion quickly spread across most of Odisha before being ruthlessly put down by the company's forces.

India successfully test fires long range surface-to-air Barak-8 missile off Odisha coast

India and Israel jointly developed most advanced long range surface-to-air missile (LR-SAM)  Barak-8 was successfully test fired off the Odisha coast. The missile was test fired from a mobile launcher at the Integrated Test Range in Chandipur in Balasore district in Odisha.
About Barak-8 missile:

  • Barak-8 (Lightning 8 in Hebrew) is long-range nuclear capable ballistic missile, developed jointly by Israel and India. 
  • It has been designed and developed by DRDO, Israel Aerospace Industries and Israel’s Administration for the Development of Weapons and Technological Infrastructure. 
  • It is 4.5-meter long and weighs around 3 tonnes can carry a payload of 70 kilograms. 
  • It has the capacity to identify and neutralize various forms of aerial threats such as rockets, UAVs, planes, helicopters in a single flight. 
  • Barak-8 missile’s most technologically advanced aspect is its ability to intercept missiles aimed at sea-bound vessels.

Biju Kanya Ratna Yojana

Odisha government on 3rd September 2016 launched the Biju Kanya Ratna Yojana (BKRY) for the development of girls in three districts of the state. The objective of the scheme is to improve Sex Ratio at Birth (SRB) and Child Sex Ratio (CSR) in the three districts. Chief Minister Naveen Patnaik launched the scheme at the state secretariat. The scheme will be implemented for three years in Ganjam, Dhenkanal and Angul districts on a pilot basis, said Patnaik. It will ensure enrolment of girls in elementary education, tracking dropout girls from schools and creating a better environment for them, said the Chief Minister. 
Key highlights of the Biju Kanya Ratna Yojana

  • The BKRY will ensure enrolment of girls in elementary education.
  • It will track dropout girls from schools and create a better environment for them.
  • The scheme will create awareness on gender discrimination against girls, their health, nutrition and education.
  • The scheme also includes provision of toilets for girls in every school, self defence training for girls, promotion of access to education, sensitising adolescent girls on sexual and reproductive health issues, training of elected representatives/grassroots functionaries as community champions to mobilise communities to improve CSR and girls’ education.
  • According to the provision of BKRY, the state government will spend 3.5 crore rupees for the three-year planned scheme, which is expected to be completed by 31 March 2019.

India’s first international conference on cooking gas begins in Odisha

India’s first international conference on cooking gas has started in Bhubaneswar, Odisha. The 2-day conference was inaugurated by Jharkhand Governor Droupadi Murmu. It was also attended by Union Petroleum and Natural Gas Minister Dharmendra Pradhan. 
The conference has been organised by state-owned petroleum companies. It will deliberate on the need for an LPG-enabled household and use of traditional cooking fuels. It will focus on the need for an LPG enabled household, problems arising due to absence of cooking gas, the usage of traditional bio mass cooking fuels and their impact on both health and environment. The delegates from developing countries, such as Brazil, Ghana, Nigeria, Nepal and Sri Lanka are participating in this event.

Odisha government to make Aadhar Card mandatory for procurement of paddy

In a bid to maintain transparency and ensure quick payment of dues, the Odisha government has decided to make Aadhar Card mandatory for procurement of paddy in the state. In a meeting at the state secretariat in Bhubaneswar held on 11 August 2016, it was decided to link Aadhaar cards of farmers to the cooperative banks and the peasants’ accounts for online transfer of cost of paddy to be procured from the coming kharif season. Both farmers and sharecroppers would link their Aadhaar cards for online payment of paddy cost. This apart, the government has also decided to link Aadhaar numbers of beneficiaries for availing ration under National Food Security Scheme and work under MG-NREGA. So far 68 percent people have already availed Aadhar Card and others would be provided with the same before November 2016.

Odisha government launches Baristha Bunakar Sahayata Yojana

Odisha government on 7 August 2016 launched a special assistance scheme for elderly weavers, ‘Baristha Bunakar Sahayata Yojana’, to mark the National Handlooms Day. On the occasion, chief minister Naveen Patnaik also gave away awards to weavers' cooperative societies who have been relentlessly promoting and producing the traditional weaves of Odisha.
Under the scheme all weavers above the age of 60 years would get a monthly pension of 500 rupees, and those above 80 years would get 700 rupees. The scheme is aimed at improving the financial condition of over 8000 weavers, who have been working in this field for the last 20 years. The pension amounts would be directly sent to the beneficiaries bank accounts.

Transgenders to be appointed as jail warders in Odisha

Odisha government has decided to recruit transgenders as jail warders as per the directive of the Supreme Court. For implementation of the directive of the apex court, the State Police has informed the Odisha Subordinate Staff Selection Commission for recruitment of transgenders as jail waders. They will have to succeed in the qualifying examination with other candidates
In a letter to the ADG-cum-IG of Prisons, and Department of Correctional Service (DCS) on July 27 this year, Union home deputy secretary B. Mishra had sought a clarification on inclusion of the transgenders as a gender category in recruitment of jail warders by keeping their physical standards at the same level as that of women candidates as per the observation of the Social Security and Empowerment of Persons with Disabilities.

Sudarsan Pattnaik wins Gold Medal in Sand Art Contest in Russia

Renowned sand artist Sudarsan Pattnaik on Wednesday won gold medal in an international sand art championship in Russia. He made sand art "Mahatma Gandhi sculpture for non-violence and peace" -- in the contest. "I have won gold medal in the championship. It is a proud moment for me," Mr Pattnaik told PTI from Moscow.
The week-long sand sculpture competition had started on April 21 at Kolomenskoye, Moscow, he said. Twenty top sculptors from across the world displayed their sculptures. He has participated in more than 50 international sand sculpture championships across the world and won many awards for the country. He has also got the fourth highest civilian award Padma Shri in 2014. Mr Pattnaik runs a sand art school at Puri beach in Odisha.

27 people killed in Deogarh bus Accident in Odisha

In Odisha, at least 27 persons, including women and children, were killed after a bus carrying members of an opera troupe fell 200 feet off a hill in Deogarh district on Sunday.  Members of Bharati Gana Natya, the opera party, were returning after a performance in Dengurjhar village of Tileibani block when the mishap took place around 7 PM on Sunday.
The bus skidded off Gayal Ghat and nose dived into the ravine. Deogarh Superintendent of Police said, twenty seven bodies were recovered from the accident site. Chief Minister sNaveen Patnaik expressed deep grief over the incident and ordered to expedite rescue operation. He directed the administration to ensure free medical treatment to the injured.

PM inaugurates NISER, Bhubaneswar Campus

Prime Minister, Shri Narendra Modi, today dedicated to the nation, the National Institute of Science Education and Research (NISER) at Bhubaneswar in Odhia.  Speaking on the occasion, the Prime Minister said innovation is the need of the hour for every society and every era.
